As of January 1, 2021, the Banking Regulation and Supervision Agency (BDDK) has initiated a study in which customers can open a bank account in digital environment without going to a branch and without a wet signature.
After the regulation prepared by the Banking Regulation and Supervision Agency (BRSA) comes into force, remote identification will be possible. In the new period, both customers will be able to become customers and existing customers will be able to perform their banking transactions with remote identity verification.
The BRSA prepared the “Draft Communiqué on Remote Identification Methods to be Used by Banks” to determine the remote identification methods that can be used by banks to gain new customers and verify customer identity.
Accordingly, the remote identification of real persons, bank employee and the person; It will take place by video calling and communicating with each other online, without the need to be physically in the same environment. Wet signature will be abolished.
In the video call, it will be mandatory to create an adequate level of security and confidentiality, taking into account possible risks. Video call will be carried out with encrypted secure communication.
With the implementation of the application, faster and more convenient access to banking services will be provided. There will be an opportunity to save time, cost and labor. The process of becoming a customer can be completed in a maximum of 10 minutes. For banks, the use of paper and documents will be reduced and service costs will be reduced. For customers, on the other hand, there will be a flexible, innovative and open-minded customer experience opportunity.
The study is expected to be completed by 2021
It is known that the remote identification method with video calls is used effectively in Germany, Spain, France and Estonia. In Turkey, the study conducted by the BRSA regulation is expected to be completed until 2021.
